Prohibits non-home rule units within Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties from enacting or enforcing automated traffic law enforcement systems (red light cameras) on or after January 1, 2018.

Redefines "automated traffic law enforcement system" to exclude non-home rule units in the designated counties after January 1, 2018, while allowing home rule municipalities and counties to continue operating such systems.

Maintains existing requirements for red light camera systems including warning signs at intersections, yellow light timing standards, safety impact analysis, and accessibility of violation images to alleged violators.

Establishes that compensation for automated enforcement systems must be based on equipment value or services provided, not on revenue generated or number of citations issued.

Adds exemption to the State Mandates Act so implementation costs are not reimbursable by the State.
