• Amends the State Finance Act (30 ILCS 105/25) to establish that for fiscal year 2017 and each fiscal year thereafter, outstanding liabilities as of June 30 may be paid from expiring appropriations only during a 2-month period ending August 31.

• Permits payment of incurred claims lacking proper invoices under the State Prompt Payment Act to be paid from expiring appropriations during an extended period ending October 15.

• Requires that any service involving professional, artistic, or personal services subject to income tax withholding must be performed by June 30 of the fiscal year to qualify as an outstanding liability eligible for payment from expiring appropriations.

• Establishes aggregate caps on payments made without regard to fiscal year limitations for various departments and programs, ranging from $6 billion for fiscal year 2012 down to $0 for fiscal year 2021 and thereafter.

• Effective immediately upon enactment.
