• Creates Township Property Tax Extension Freeze Law for the 2017 levy year that limits aggregate extension increases to 0% for townships with populations of 100,000 or less in counties subject to the Property Tax Extension Limitation Law.

• Exempts from the freeze townships located in counties where a proclaimed natural disaster occurred during calendar year 2015, and specifically exempts Addison, Bloom, Calumet, Orland, Rich, Stickney, and Wayne townships.

• Allows townships to exceed the 0% limitation only if they obtain voter referendum approval before the levy date, with results determined by majority vote at a regularly scheduled election.

• Requires the county clerk to proportionally reduce each fund within the township's aggregate extension if a reduction is mandated, unless the township requests a different reduction method.

• Amends the State Mandates Act to exempt this legislation from state reimbursement requirements and makes the act effective immediately upon enactment.
