IL HB0347

Creates the Citizens Empowerment Act allowing electors to petition for a referendum to dissolve any unit of local government and transfer all assets, personnel, contractual obligations, and liabilities to a receiving unit of local government.

Requires petitions to be filed at least 122 days before a general election with signatures from at least 5% of voters from the preceding general election, along with proof of newspaper publication in both jurisdictions 122-152 days before the election.

Referendum is approved when three-fifths of those voting on the question OR a majority of all election voters in the dissolving unit approve, AND the same threshold is met in the receiving unit of local government.

Proposed dissolution date must be at least 90 days after the election, and all property, assets, personnel, obligations, and liabilities transfer to the receiving unit by the dissolution date.

Amends the Election Code to establish the Citizens Empowerment Act as an exception to standard referendum requirements and takes effect immediately upon becoming law.
