Department of Transportation shall conduct a study of automated traffic law enforcement systems in Illinois within 30 days of the bill's effective date.

Department must file a report with the General Assembly by December 31, 2017, including input from local law enforcement on system operation, usage, permit process, and regulation.

Report shall include Department recommendations deemed necessary regarding automated traffic law enforcement systems.

Bill amends the Illinois Vehicle Code to establish procedures and restrictions for red light camera systems in specified counties (Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will).

Civil penalties for violations captured by automated systems are capped at $100 plus up to $100 additional penalty for non-payment, and violations do not appear on driving records.
