Repeals Section 3-815.1 of the Illinois Vehicle Code, which provided for collection of an annual commercial distribution fee on second division vehicles weighing more than 8,000 pounds.

Removes reference to Section 3-815.1 from Section 3-402.1 regarding proportional registration of apportionable vehicles operated in multiple states.

Removes reference to Section 3-815.1 from Section 20-101, which governs use of moneys derived from vehicle registration and fuel taxes.

Makes conforming changes to the Illinois Vehicle Code to reflect the repeal of the commercial distribution fee provision.

Takes effect July 1, 2017.
