Allows individuals with registrations under Sections 3-405 or 3-405.1 to reclassify to specified special license plates without replacement plate fees or registration sticker costs beginning with the 2018 registration year.

Permits individuals with special license plates issued under specified sections to reclassify to new registrations under Sections 3-405 or 3-405.1 without replacement plate fees or registration sticker costs beginning with the 2019 registration year.

Maintains existing rules for vehicle reclassifications and weight upgrades, including credit for unused registration portions and assessment of replacement fees where applicable.

Restricts reclassifications to once per registration period and prohibits reclassing between vehicle divisions or between motor vehicles and trailers, with exceptions for second division vehicles weighing 8,000 pounds or less.
