Amends the Illinois Police Training Act to expand curriculum requirements for probationary police officers to include training on mental health conditions and crises, opioid antagonist administration, autism and developmental disabilities, and trauma-informed victim interview techniques.

Requires police officer in-service training every 3 years to include mental health awareness and response, along with constitutional law enforcement authority, procedural justice, civil rights, and cultural competency.

Mandates annual in-service training for police officers including law updates and scenario-based use of force training.

Establishes a new mental health awareness training course for law enforcement officers covering mental illness types, symptoms, treatments, and de-escalation techniques, available in electronic format.

Maintains existing Crisis Intervention Team (CIT) training programs to train officers in identifying mental illness signs, de-escalating crisis situations, and connecting individuals to treatment.
