Amends the Board of Higher Education Act to require each public university to submit a cost study for making available online 4 of the university's most popular degree programs.

Each cost study must include the methodology used and an explanation for each expense listed.

Board of Higher Education must use new and existing data, including performance measures and survey data, to evaluate probable student outcomes for the proposed online degree plans.

Board must analyze and compare all reported cost studies with corresponding student outcomes to determine the most efficient and effective online degree plans among universities.

Board must notify each university of its conclusions regarding the online degree program analyses.
