Amends Illinois Identification Card Act and Vehicle Code to establish REAL ID compliant and non-compliant identification cards and driver's licenses, with compliant cards bearing security markings approved by the Department of Homeland Security.

Requires applicants for REAL ID compliant identification cards and driver's licenses to provide proof of lawful status in the United States as defined in federal regulations; applicants unable to provide proof may obtain non-compliant cards marked "Not for Federal Identification."

Creates "Limited Term REAL ID compliant" cards and licenses for non-citizens and non-permanent residents, expiring on the earlier of the standard expiration date, the end of authorized stay in the U.S., or one year from issuance if authorized stay is indefinite.

Permits the Secretary of State to issue both REAL ID compliant and non-compliant cards and licenses, allowing applicants to choose which type they wish to receive, and authorizes the Secretary to issue confidential cards and licenses as either type for law enforcement purposes.

Prohibits issuance of REAL ID compliant identification cards to persons holding REAL ID compliant driver's licenses, and vice versa, unless the person surrenders their existing card or license.
