Amends the Community-Integrated Living Arrangements Licensure and Certification Act to authorize the Department of Human Services to conduct both announced and unannounced site visits to licensed agencies, programs, and placements.

Requires the Department to establish rules that define procedures and criteria for determining when to conduct unannounced site visits to agencies, programs, or placements.

Maintains existing licensure requirements for community mental health and developmental services agencies, including 3-year license validity and application/renewal fees capped at $200.

Preserves the Department's authority to inspect records and premises to ensure compliance with the Act, Mental Health and Developmental Disabilities Code, and Department regulations.
