Amends the Elections Code to require treasurers of political committees to keep detailed records for all contributions in excess of $50, including the contributor's full name, mailing address, date, and amount.

Repeals the previous exemption that allowed treasurers to avoid detailed record-keeping for purchases of licensed raffle tickets valued under $150.

Maintains the requirement that treasurers preserve all records and accounts for a period of 2 years.

Requires treasurers to keep detailed accounts of total contributions, total expenditures, and proof of payment for all expenditures made by or on behalf of the committee.
