LINK cards used for SNAP benefits and cash assistance must contain the name and photo of the primary cardholder beginning January 1, 2018.

Secondary cardholders may be listed on the card at the option of the primary cardholder, with their names included on the card.

Only the primary cardholder with a matching photo or secondary cardholders presenting valid photo identification confirming their authorization can use the card.

Department of Human Services must begin transitioning to photo ID LINK cards upon the effective date, with the transition completed by January 1, 2018.

The Act takes effect immediately upon becoming law.
