Amends the Illinois Vehicle Code to authorize the Illinois Department of Veterans' Affairs to issue "In God We Trust" special license plate decals under the Universal special license plate program.

Sets original issuance fee at $26 with $11 going to the Illinois Veterans' Homes Fund and $15 to the Secretary of State Special Plate Fund.

Sets renewal fee at $26 with $24 going to the Illinois Veterans' Homes Fund and $2 to the Secretary of State Special Plate Fund.

Plates are available only for passenger vehicles of the first division (including motorcycles and autocycles) or motor vehicles of the second division weighing not more than 8,000 pounds.

Establishes that decals must comply with Secretary of State rules and that no other decals, stickers, or materials may be affixed to Universal special license plates except authorized decals and registration renewal stickers.
