Changes physical fitness assessment requirements from mandatory to discretionary ("may allow" instead of "shall require") for the State Board of Education in Section 27-6.5, making participation voluntary for schools starting in the 2016-2017 school year.

Removes the provision requiring the State Board of Education to prepare and distribute guidelines for physical education implementation across various grades and school types.

Extends the duration of approved physical education waivers or modifications from 2 school years (renewable up to 2 times) to 5 school years with unlimited renewals.
