Closes the General Assembly Retirement System to new participants effective upon the bill's enactment, restricting participation to those who became members before this date.

Prohibits persons elected to part-time elective offices after the effective date from becoming employees, contributors, or participants in municipal, Cook County, and Chicago retirement funds, unless they were elected before this date and have elected to participate.

Establishes that elective offices are presumed to be part-time absent an official job description or legal determination declaring the office full-time, with determinations filed with the applicable pension board.

Makes parallel restrictions for part-time county board members and part-time city elective offices in the Cook County, Chicago Municipal, and Illinois Municipal Retirement Funds.
