Units of local government and school districts with operating budgets of $1 million or more must maintain internet websites posting specified information including meeting agendas (72 hours before regular meetings, 24 hours before special meetings), financial data, employee compensation, contracts over $25,000, ordinances, and debt disclosures.

Financial data must be updated at least monthly, archived, easily accessible from the main website page, and include an RSS feed for notifications; units may alternatively post information to the Illinois Transparency and Accountability Portal (ITAP).

All required records must remain posted for 10 years; residents may bring mandamus or injunction actions to compel compliance, with courts authorized to impose penalties and award reasonable attorneys' fees.

Home rule units cannot adopt less restrictive posting requirements than those mandated by this act; the Department of Juvenile Justice School District is exempt from these requirements.

Implementation of these posting requirements is exempt from state reimbursement under the State Mandates Act; the Freedom of Information Act is amended to exempt electronic copies of records posted on specified websites.
