Amends the Downstate Teachers Article of the Illinois Pension Code (40 ILCS 5/16-152.1) to prohibit employers from making employee pension contributions on behalf of employees, except solely for pre-tax contribution purposes.

Exempts existing employment contracts and collective bargaining agreements in effect on the bill's effective date from the new prohibition.

Applies the prohibition to any contract or agreement that is subsequently modified, amended, renewed, or remains in effect 3 or more years after the bill's effective date.

Takes effect immediately upon becoming law.
