Eliminates State funding for health and life insurance benefits for retired elected officials under the General Assembly Retirement System, effective immediately upon passage.

Requires retired elected officials to pay the entire cost of coverage if they choose to participate in group life insurance or health benefits programs, with costs determined by the Director.

Allows retired elected officials to waive or terminate coverage, with re-enrollment permitted only during annual benefit choice periods; those who terminate due to non-payment of premiums cannot re-enroll.

Defines "retired elected official" to include annuitants under Article 2 of the Illinois Pension Code, survivor annuitants, and certain members ineligible for retirement annuities under Section 2-119 of the Illinois Pension Code.
