Establishes a need-based grant program for eligible students attending public universities in Illinois, beginning with the 2018-2019 academic year.

Applicants must be U.S. citizens or eligible noncitizens, Illinois residents enrolled in at least 15 credit hours at a public university who have not earned a bachelor's degree, with household income below federal poverty guidelines.

Grant recipients must maintain satisfactory academic progress and submit proof of enrollment each semester to the Commission.

Each grant covers the cost of attendance (tuition, fees, room and board, books and supplies) for 2 semesters per academic year, but total grant assistance combined with other financial aid cannot exceed the student's cost of attendance.

The Commission administers the program and distributes grants directly to universities on behalf of recipients; if appropriated funds are insufficient, grants are proportionately reduced.
