Task Force members must be appointed within 60 days after the effective date of this amendatory act.

Task Force meeting frequency changed from twice per year to at least quarterly.

Annual reporting requirement established: Task Force must report to the Governor and General Assembly on or before January 1, 2018, and on or before January 1 of each year thereafter.

Task Force composition includes 12 state officials (Secretary of State, Criminal Justice Information Authority director, and heads of various state departments) plus additional gubernatorial appointees with expertise in education, corrections, community services, healthcare, housing, and addiction recovery.

Members serve 4-year terms without compensation but may be reimbursed for reasonable expenses; Department of Commerce and Economic Opportunity provides administrative support and funding.
