Requires privately held public water utilities to submit annual reports to the Illinois Commerce Commission on April 1 each year, beginning the year after the bill's effective date.

Reports must include operating revenue and expenses, capital improvement projects (completed and planned for next 5 years), usage and revenue data by customer class, water quality information, boil orders, and water loss summaries for each district served.

Reports must detail expenses for labor, fuel and power, chemicals, waste disposal, management fees, insurance, pensions, customer accounting, maintenance, depreciation, and taxes.

Utilities must provide reports discussing system condition and public safety information to local emergency services disaster agencies for each district served.

Utilities must certify the accuracy of all information provided and explain how common costs are allocated across communities and the techniques used for cost allocation.
