Amends the Illinois Vehicle Code to allow vehicles owned and operated by private or public university police departments or college police departments to obtain permanent vehicle registration plates for a one-time fee of $8.00, beginning with the 2018 registration year.

Excludes motor driven cycles and all-terrain vehicles from eligibility for the permanent registration plates.

Requires registration plates to contain the designation "university police" or "college police" and be numbered and distributed as prescribed by the Secretary of State.
