Repeals Section 11-208.6 of the Illinois Vehicle Code, which authorized automated traffic law enforcement systems (red light cameras) at intersections.

Amends the Vehicle Code to remove references to red light camera violations while maintaining provisions for automated speed enforcement systems and other automated traffic enforcement.

Prohibits all units of local government, including home rule units, from enacting or enforcing ordinances that use automated traffic law enforcement systems to photograph vehicles running red lights and impose liability on registered owners.

Declares this prohibition a denial and limitation of home rule powers under the Illinois Constitution.

Amends the State Mandates Act to exempt the state from reimbursing local governments for implementation costs of this legislation.
