HB0473 Summary

• Prohibits non-home rule units within Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties from enacting or enforcing automated traffic law enforcement systems (red light cameras) for intersection violations effective January 1, 2018.

• Redefines "automated traffic law enforcement system" to explicitly exclude non-home rule units in the designated counties on or after January 1, 2018, while allowing home rule municipalities and counties to continue operating such systems.

• Maintains existing requirements for red light camera programs including yellow light interval compliance with Illinois Manual on Uniform Traffic Control Devices, safety impact statistical analysis, and website notification of camera locations.

• Adds Section 8.41 to the State Mandates Act stating that implementation of this prohibition requires no state reimbursement to local units of government.
