Mandates the seal display the words "State Sovereignty" and "National Union" on a scroll in the eagle's beak, corresponding with the original seal design.

Requires the seal to bear the date "December 3, 1818," representing the date of Illinois' statehood, replacing any other date on the current seal.

Grants the Secretary of State discretion to make any further additions or changes to the seal design after this act's effective date.

Takes effect upon becoming law.
