• Amends the Public Library District Act to require voter referendum approval in addition to board ordinance for annexing territory within a municipality or school district.

• Eliminates time restrictions on disconnection referendums, allowing petitions for disconnection to be filed at any time after annexation (previously limited to within 1 year of annexation or 30 days after first tax bills).

• Removes the prohibition on multiple disconnection petitions and referendums for the same annexed territory.

• Exempts disconnected territory from liability for general obligation bonds and other obligations issued or incurred after a disconnection petition is filed, if the disconnection referendum is approved.

• Takes effect immediately upon becoming law.
