Removes the $4,500 per year cap on special education tuition reimbursement and eliminates provisions requiring room and board cost exclusions from tuition payments.

Creates new Section 14-7.02c effective July 1, 2018, establishing reimbursement procedures for children with excess education costs, with claims due by August 15 and vouchers issued September 30, December 31, March 31, and by June 20.

Requires school districts and State-authorized charter schools to maintain separate detailed accounts of all expenditures for special education facilities, classes, and schools, and allows funds to be used for special educational services and nonpublic facility tuition payments.

Modifies funding calculation for special education by excluding certain children and changing references from "claimed" to "identified" for IDEA child count purposes under Sections 14-7.02, 14-7.03, and 14-11.02.

Repeals Section 14-12.01 regarding cost reports and reimbursement procedures, consolidating special education funding processes under the new and amended sections.
