Changes Illinois presidential elector selection from a statewide winner-take-all system to a congressional district-based system where one elector is chosen from each congressional district plus 2 electors-at-large.

Each political party nominates one elector per congressional district through its State Convention or State central committee, with electors certified to the State Board of Elections within 2 days.

Voters cast ballots for their party's presidential candidate at the statewide level, but votes are counted to award the elector from each congressional district to the candidate receiving the most votes in that district.

Each congressional district elector must cast their ballot for the presidential and vice presidential candidate who received the highest number of votes in their respective district.

Takes effect immediately upon becoming law.
