Changes alternative school program funding to use the last 3 years' average daily attendance (ADA) instead of the best 3 months' ADA for grades 6-12 students.

Each alternative school program receives a base $30,000 plus an additional amount based on the ratio of the region's or Chicago's ADA to statewide totals.

Removes provisions that calculated funding by adding low-income student numbers from federal census data to the best 3 months' ADA.

State Board of Education may retain up to 1.1% of appropriations for technical assistance, professional development, and program evaluations.

Alternative school programs remain eligible for general State aid and may receive additional funding from school districts and grants.
