IL HB0511

Amends the Illinois Municipal Code Section 1-1-10 to grant non-home rule municipalities all powers provided to home rule units under Section 6 of Article VII of the Illinois Constitution, excluding powers to tax, impose fees, and incur debt.

Establishes state policy that non-home rule municipalities and their officers, employees, and agents may exercise powers related to government and affairs or traditional areas of municipal activity, subject to constitutional and statutory limitations.

Extends federal antitrust "State action exemption" protections to all municipalities and their agents, officers, and employees exercising authority under Illinois statutes and constitutional provisions.

Limits relief in antitrust violation cases to injunctive relief that enjoins the alleged activity, while preserving other causes of action unrelated to antitrust theories.

Takes effect immediately upon becoming law.
