• Authorizes the State Fire Marshal to permit and regulate self-service motor fuel dispensing at retail service stations and other locations where motor fuels are dispensed into vehicle fuel tanks, portable containers, or internal combustion engines.

• Prohibits the State Fire Marshal from banning unattended self-service stations using key or card-operated fuel dispensing devices in counties with populations under 1,000,000.

• Permits direct dispensing of flammable and combustible motor vehicle fuels from tank trucks and portable tanks into vehicle fuel tanks at specified sites: agricultural sites, construction sites, commercial vehicle fleet parking areas (in counties with 3,000,000+ population), government and emergency vehicle refueling sites, and permitted waste disposal and landfill sites.

• Establishes that the State Fire Marshal has exclusive authority over underground storage tank standards statewide, while municipalities may only enforce identical regulations, and delegates aboveground tank regulation to the State Fire Marshal unless delegated to municipalities for fire safety purposes.

• Sets permit fees for underground storage tank work to be deposited in the Fire Prevention Fund, with exemptions for individuals performing above-ground repairs for themselves.
