Amends the Illinois Election Code to prohibit school buildings from being used as polling places.

Removes the requirement that school districts make schools available for use as polling places upon request by county boards or election commissioners.

Removes provisions encouraging school districts to close schools or hold teachers institutes on election days when schools were used as polling places.

Eliminates the exception allowing child sex offenders to vote by mail or early voting when their precinct polling place was located at a school.

Retains the requirement that other public buildings remain available as polling places when convenient and available.
