Creates the Sexual Assault Evidence Tracking and Reporting Commission to research and develop a plan for a statewide mechanism to track and report sexual assault evidence information.

Commission consists of 13 members including legislators from both chambers, the Attorney General, Director of State Police, Chicago Police Superintendent, sheriffs and police chiefs organizations, and representatives from sexual assault advocacy groups, hospitals, and sexual assault nurse examiners.

Commission members must be appointed within 60 days and shall hold their first meeting within 30 days after all members are appointed, with members serving without compensation.

Within one year of initial meeting, the Commission must research tracking system options, develop guidelines for uniform statewide tracking, create victim access to evidence information, establish confidentiality safeguards, and recommend funding sources and legislative changes needed for implementation.

Commission sunsets on January 1, 2019, and the Act takes effect upon becoming law.
