Amends the Election Code to require disclosure of specific information when local governments propose referenda to impose or increase retailers' occupation tax, use tax, service occupation tax, service use tax, property tax, or issue bonds.

Revenue referenda ballots must disclose: the amount of new or increased tax or bond; impact on the unit of local government's taxes or bonds; for bonds, the life, principal, interest, and total debt service; and an example of impact on a $100,000 home value.

Restricts revenue referenda seeking the same amount from appearing on ballots more than once every 23 months.

Requires local governments to publish referendum questions and required disclosures in a newspaper of general circulation, on the local government's website, and in community newsletters at least 60 days before the referendum appears on the ballot.

Takes effect immediately upon becoming law.
