County boards may appoint 3 judges of election instead of 5 for primary elections if the county board passes an ordinance to reduce the number.

The provision applies to counties both under and not under township organization (Sections 13-1 and 13-2 amended).

The 3-judge reduction for primary elections joins existing exceptions that already permitted 3 judges for emergency referendums, odd-year regular elections, and special elections to fill U.S. Congressional vacancies.

All other requirements for judge qualifications, political party balance, and appointment procedures remain unchanged.

The Act takes effect upon becoming law.
