Allows notices of application for judgment and sale of delinquent properties to be sent by first class mail instead of requiring registered or certified mail.

Requires the county collector to provide proof of mailing in the form of a certificate or affidavit from the employee who mailed the document, including the time and place of mailing, complete address on the envelope or package, and confirmation that proper postage was prepaid.

In counties with less than 3,000,000 inhabitants, copies of notices must still be sent by registered or certified mail to any lienholder of record who annually requests a copy.

Reduces the cost collection from delinquent property sales from covering registered or certified mailing costs to covering first class mailing costs, while maintaining the $10 collection from sale proceeds for mailing and advertisement expenses.

Takes effect January 1, 2018.
