Increases the threshold for competitive bidding requirements from $20,000 to $25,000 for municipal public improvement contracts under the Illinois Municipal Code Section 4-5-11.

Raises the expenditure threshold from $20,000 to $25,000 for public works in municipalities with less than 500,000 population under Section 8-9-1, requiring competitive bidding or approval by two-thirds of aldermen/trustees to waive it.

Updates the Illinois Local Library Act Section 5-5 to increase the bidding threshold from $20,000 to $25,000 for library construction, equipment purchases, and material acquisitions.

Modifies the Public Library District Act of 1991 Section 40-45 to raise the competitive bidding threshold from $20,000 to $25,000 for library building projects and equipment purchases.

Takes effect upon becoming law.
