Declares legislative intent to promote consolidation of redundant government layers and improve efficiency through amendments to the Illinois Highway Code

Abolishes township road districts with 4 or fewer centerline miles of roads by operation of law on the first Tuesday in April following the year roads are reduced to that level, with the township board of trustees assuming all rights, duties, assets, and taxing authority

Allows Cook County township boards to submit propositions to voters to abolish their road districts, effective January 1 following voter approval or when the highway commissioner's term expires, whichever is later

Creates new authority for township boards in counties with less than 3,000,000 inhabitants to submit propositions to abolish road districts, effective 90 days after vote certification or when the highway commissioner's term expires, whichever is later

Permits township boards assuming road district responsibilities to contract with counties, municipalities, or private contractors for road administration and maintenance
