Amends the Freedom of Information Act to add exemptions for records requested by incarcerated or detained individuals, including materials available in facility libraries, staff personnel files, and records creating risk of harm or escape.

Adds exemption (e-9) protecting personal information of crime victims and their families from disclosure to incarcerated persons, except where relevant to the requester's current or potential case.

Adds exemption (e-10) restricting disclosure of law enforcement records of other persons (arrest records, mug shots, crime scene photos) to incarcerated individuals, except as relevant to their own case.

Adds exemption (e-8) allowing withholding of records from county jail and Department of Corrections inmates when disclosure would risk harm to any person or risk of escape.

Expands exemptions (e-5) and (e-6) to include county jail detainees alongside Department of Corrections inmates regarding library materials and staffing information.
