Removes requirement that personal representatives of deceased users obtain a court finding that disclosure of electronic communications would not violate federal privacy laws (18 U.S.C. Section 2701 et seq., 47 U.S.C. Section 222, or other applicable law).

Allows custodians to disclose digital assets to guardians of persons with disabilities upon receipt of a written request, certified court order directing disclosure, and account identification or evidence linking the account to the disabled person.

Permits custodians to disclose to guardians the catalogue of electronic communications and digital assets (excluding electronic communication content) of persons with disabilities unless otherwise ordered by court or directed by the user.

Authorizes guardians with general asset management authority to request custodians suspend or terminate accounts of persons with disabilities for good cause, with submission of certified court order.

Takes effect immediately upon becoming law.
