Reduces vehicle registration fees by 50% for Illinois veterans starting with the 2019 registration year for passenger motor vehicles of the first division and motor vehicles of the second division weighing not more than 8,000 pounds.

Maintains existing 50% fee reduction for active-duty military members stationed outside the United States for 90 days or longer during the preceding registration year beginning with 2011.

Provides credit for unused registration portions when active-duty military members who stored their vehicles during overseas deployment return to the United States, receiving one month of registration without charge for each month or part thereof the vehicle was in storage.

Waives registration fees for one year following return of any active-duty or reserve military member who served in a combat mission, beginning with the 2017 registration year.

Takes effect January 1, 2018.
