Creates new Section 8A-4B establishing criminal penalties for unauthorized possession of another person's Electronic Benefit Transfer (EBT) or LINK card with intent to use or transfer cash assistance benefits unlawfully.

Violators of Section 8A-4B are subject to penalties under Section 8A-6, with criminal classification determined by the amount involved: Class A misdemeanor for less than $150, Class 4 felony for $150-$999, Class 3 felony for $1,000-$4,999, Class 2 felony for $5,000-$9,999, and Class 1 felony for $10,000 or more.

Updates Section 8A-5A to specify that "identification document" includes authorization to participate in federal Supplemental Nutrition Assistance Program (SNAP) and documents identifying eligibility for public aid including cash assistance.

Modifies Section 8A-6 to explicitly reference "cash assistance benefits" and "SNAP benefits" (replacing outdated references to "food stamps") when calculating the monetary value of violations.

Takes effect immediately upon becoming law.
