Requires electronic benefits transfer (LINK) cards used for SNAP benefits or cash to display the primary cardholder's name and photo effective January 1, 2018.

Permits LINK cards to optionally include names of secondary cardholders authorized to use the card.

Restricts card use to the primary cardholder whose photo matches the card or secondary cardholders who present valid photo identification confirming their authorized status.

Mandates the Department of Human Services begin transitioning to photo identification LINK cards immediately upon the bill's enactment, with the transition completed no later than January 1, 2018.
