Establishes electric vehicle registration fee at $216.00 per year, replacing the previous $35 fee for a 2-year registration period.

Creates a separate registration fee for plug-in hybrid electric vehicles at $158.50 per year.

Removes the previous cap limiting electric vehicle registration fees to $18 per registration year.

Allows the Secretary of State discretion to issue electric vehicle registration plates for indefinite terms corresponding to standard registration plate terms.
