Amends the School Code to allow school boards to discontinue instructional mandates by public resolution if state payments to the district are delayed for at least one payment cycle.

Defines "instructional mandate" as any state law requiring school districts to devote time to instruction in a specific subject or course.

Prohibits discontinuance of requirements in Sections 27-5, 27-6, 27-7, 27-22, and 27-24 through 27-24.8 of the School Code.

Requires school districts to provide students with requested information about any instructional mandates that have been discontinued.

Authorizes the State Board of Education to adopt rules for implementing this provision, effective immediately upon enactment.
