Establishes the "Local Initiative Sunshine Act" to require full public disclosure of recipients of local initiatives funded by the State of Illinois.

Directs the Office of the Comptroller to create and maintain a searchable database website beginning January 1, 2018, containing information about initiative recipients including recipient name, location, amount funded, funding agency, purpose, and portion of funds spent or lapsed.

Requires the database to be searchable by initiative recipient name, funding agency, and location, with the ability to download search results and data.

Mandates funding agencies submit required information to the Comptroller in a prescribed form; database must include the State Representative and State Senator representing the district where the initiative is performed.

Prohibits compliance through links to other websites unless all agencies' information and all required data categories are available in a single searchable database; requires a summary of Grant Accountability and Transparency Act and Illinois Grant Funds Recovery Act requirements on the website.
