Increases maximum length of truck tractor-semitrailer combinations on non-State highways from 55 feet to 65 feet overall dimension.

Adds new restriction that agencies and units of local government are not required to widen or alter non-State highways constructed before this act's effective date to accommodate the larger 65-foot truck tractor-semitrailer combinations.

Establishes similar non-widening requirement for Class III and other non-designated State highways regarding truck tractor-semitrailer combinations not exceeding 65 feet extreme overall dimension.

Adds new subsection allowing State and local government agencies to seek recovery for repair costs of highways, highway structures, and traffic-control devices damaged by trucks exceeding 55 feet, with liability measured by repair costs or depreciated replacement costs.

Makes technical correction changing "Stinger steered" to "Stinger-steered" in vehicle length provisions on Class I and Class II highways.
