Prohibits units of local government with taxing authority and public officials from using public resources or funds to obstruct, fight, or challenge initiatives to consolidate, merge, or eliminate any unit of local government.

Requires the State to withhold all State moneys from violating units of local government, including funds from the County and Mass Transit District Fund, Local Government Distributive Fund, Local Government Tax Fund, State and Local Sales Tax Reform Fund, and personal property replacement tax revenues.

State fund withholding continues until the obstruction, fighting, or challenge by the unit of local government or public official is concluded.

Excludes Section 3.3 violations from the Class 4 felony penalty and office vacancy provisions that apply to other violations of the Public Officer Prohibited Activities Act.
