• Amends the Illinois Vehicle Code to cap rental company charges for toll highway usage at no more than twice the actual toll amount charged to the company's I-Pass or E-ZPass account.

• Prohibits rental companies from charging fees, surcharges, or fines related to toll usage that exceed double the toll amount the rental company was charged by the Illinois State Toll Highway Authority.

• Applies the toll charge cap to all rental agreements, including those for business renters and business program sponsors under subsection (l).

• Takes effect immediately upon enactment.
